The Charter Township of Emmett is a rural and developing township just east of the City of Battle Creek. This planning effort was the Township’s first major master plan update since 1994. The planning process included an in-depth analysis of existing conditions, an extensive community engagement effort, and several workshops with the Planning Commission to develop the Future Land Use Map and Implementation Plan. The community engagement effort included two community surveys, completed in 2022 and 2025, and two community open houses. Each survey garnered responses from approximately 10% of the Township’s 4,700+ occupied housing units.

The FLUM and the Implementation Plan were the culmination of the planning process, taking data and community preferences to create a roadmap for the future. The Implementation Plan is divided into topics, each of which highlights the existing conditions, community input, and an action table pertinent to that topic. Additionally, the Township had an uncommon number of split-zoned parcels. As part of the future land use discussion, BRI identified all the split-zoned parcels and the appropriate future land use categories to set the stage for zoning corrections.
