Beckett & Raeder, Inc. assisted the City of Menominee Downtown Development Authority (DDA) in the preparation and adoption of the 2026 Downtown Development Authority Development Plan and Tax Increment Financing (TIF) Plan pursuant to Michigan Public Act 57 of 2018, as amended. The planning effort established a strategic framework for economic development, public infrastructure investment, historic preservation, placemaking, and business growth within the City's downtown district while creating a sustainable funding mechanism for future implementation.
The City of Menominee is a historic residential and industrial community located along the shores of Green Bay and the Menominee River. The Menominee River forms the border between Michigan and Wisconsin, separating the City of Menominee from the City of Marinette. Downtown Menominee serves as the community's historic commercial center, extending primarily along First Street from the Menominee River north to 10th Avenue. The district contains a distinctive collection of historic commercial buildings and community assets, including Great Lakes Memorial Marina Park, Veterans Park, and the Spies Public Library. While the core of the district is commercial in nature, residential neighborhoods and housing opportunities are integrated throughout portions of the downtown area, particularly near the southern end of the district.
The 2026 Downtown Development Authority Development Plan and Tax Increment Financing Plan provides the City of Menominee with a comprehensive roadmap for downtown revitalization and economic development. Through targeted public investment, strategic redevelopment initiatives, and the reinvestment of tax increment revenues, the DDA is positioned to strengthen the downtown business environment, preserve the community's historic character, improve waterfront accessibility, and support long-term economic growth. The adopted Development Plan identified approximately $8.58 million in public improvement and redevelopment initiatives designed to support economic growth and enhance the downtown experience.
