Beckett & Raeder was retained by East Bay Township to assist in the preparation of the East Bay Beach District Engagement and Economic Development Plan. The results of this year-long planning process recommended the establishment of a Corridor Improvement Authority (CIA) pursuant to Public Act 57 of 2018, Part 6.

The East Bay Corridor Improvement Authority was established on October 13, 2025, through action by the East Bay Charter Township Board of Trustees. On November 10, 2025, the Township Board appointed members to serve on the Authority. Beckett & Raeder subsequently worked with the appointed CIA Board to prepare and adopt the 2026 East Bay Beach District Development Plan and Tax Increment Financing Plan.

East Bay Township has long recognized the value of the Beach District corridor. In its 2023 Master Plan, the Township identified the creation of a vision to transform the future of the East Bay Beach District as a high priority and is implementing that vision through this plan. While the Beach District faces challenges, including high traffic speeds, limited pedestrian crossings, vacant or underutilized properties, and the close proximity of residential neighborhoods to commercial activities, addressing these issues is a central focus of the plan and reflects the priorities identified by community stakeholders.

By addressing these challenges, the Township seeks to enhance placemaking and establish the District as an accessible economic hub offering diverse employment, recreation, dining, and entertainment opportunities. The vision is to create a welcoming destination that provides year-round, freshwater experiences characteristic of Northern Michigan. Ultimately, this vision aims to create a vibrant Beach District that benefits residents and visitors alike through improved pedestrian connectivity and safety, expanded outdoor dining opportunities, and enhanced access to the waterfront.
